Town/Village Board Transparency Policy
for Community Board Appointments

Purpose

The purpose of this policy is to promote transparency, broaden community awareness, and encourage resident participation in local boards, commissions, and committees. This policy reflects the Town/Village Board’s commitment to openness, inclusion, and public trust, as expressed by residents during community conversations.

Scope

This policy applies to appointments to Town/Village boards, commissions, and committees where practicable and permitted by state law. It is intended to guide practice and does not alter or limit the legal appointment authority of the Mayor or the Board of Trustees.

Public Notice of Vacancies

When a vacancy is anticipated or occurs, and when time and operational needs permit, the Town/Village will make reasonable efforts to inform the community by:

  • Posting notice of the vacancy on the Town/Village website
  • Including vacancy information in Town/Village communications (e.g., newsletters, social   media, or public postings)
  • Making information available at the Town/Village Municipal Offices

Notices should include, when available:

  • The name and purpose of the board or committee
  • General expectations for service (term length and time commitment)
  • Basic qualifications or eligibility requirements
  • How interested residents can express interest

Expression of Interest

Residents interested in serving may express interest by contacting the Village Administrator, Clerk, or a member of the Town/Village Board. When appropriate, the Town/Village may invite interested residents to submit basic background or experience information to help inform appointment decisions.

Consideration of Appointments

In considering appointments, the Town/Village Board encourages attention to:

  • Relevant experience or interest
  • Commitment to public service
  • Opportunities to bring diverse perspectives and new voices into village leadership

This policy does not require a formal application process and does not restrict informal outreach or consultation.

Flexibility

The Town/Village recognizes that circumstances vary. In cases where timing, quorum requirements, or operational needs require prompt action, appointments may proceed without advance notice. This policy is intended to guide transparency where practicable, not to delay essential Town/Village business.

Review

The Town/Village Board may periodically review this policy and adjust practices as needed to ensure it continues to serve the best interests of the community.
